The office of the Arunachal Pradesh Public Service Commission is situated at Itanagar, the Capital city of Arunachal Pradesh.

The Head of the Office of the Commission is the Secretary who is appointed by the Commission with prior approval of the Governor. The Secretary is assisted by 2(two) Joint Secretaries and 2(two) Deputy Secretaries. Below to their ranks, there are 2(two) Under Secretaries and 4(four)Section Officers. About 30(thrity) other officers including Personal Secretaries, Computer Programmer, Senior Personal Assistants, Personal Assistants, Assistants, Upper Divisional Clerks, Lower Divisional Clerks, Peons etc. are also assisting the Commission in its functions.

The functioning of the Commission is carried out by Administration branch, Accounts branch and Recruitment branch.

Administration Branch

The business of the Administration Branch is transacted through the following functions :-

  1. Establishment matters including Promotion, Disciplinary, Leave and other related issues of the staff of the Commission in accordance with APPSC Sub-ordinate Service Rules, 1992, CCS Conduct Rules, 1968 and CCS(Leave) Rules, 1972.
  2. Service, Supply and Stores by inviting tenders and quotations.
  3. Matters relating to other State PSCs and miscellaneous mattters.
  4. Maintenance of Records of Office.

Account Section under Administration Branch

Function and Duties:-

  1. Matters relating to salary and supplementary bills of Hon'ble Chairman and Members , Group-A to Group-D Officials of the Branches.  
  2. Preparation of Income Tax from time to time.
  3. Matters relating to management of Medical Bills, Motorcycle Advance, House Purchase Advance, House Building Advance and Advance for purchase of Computers.
  4. Matters relating to missing Credits.
  5. Matters relating to preparation of budget for pay and allowances of officers/officials, reappropriation of grants, surrender of grants and reconciliation.
  6.  Matters relating to management of contribution towards employees group insurance scheme of all the officers/officials.
  7. Matters of contingents bills relating to purchase and maintenance of office vehicles.
  8. Encashment of cheque of crediting the cash to relevant heads of accounts.
  9.  Management of bills relating to remuneration of evaluator and examiners.
  10.  Management of T.A/LTC bills of the staff.
  11. Management of bills in respect of house rent, electricity, water as well as repairs to vehicle pertaining to the office.
  12.  Management of all bills relating to all the purchases made by the Secretariat.

Departmental promotion committee (DPC)

Vide Govt. Notification No. OM10/93(Pt) Dated 22nd December, 2002, The DPC has been withdrawn by the Govt. from the purview of the APPSC. However, Commission has been entrusted with the following works:-

  1. Consultation on Framing/Amendments of Requirement Rules/Service Rules.
  2. Consultation on disciplinary cases. 
  3. Consultation of Regularization of officiating/Ad-hoc appointments.
  4. Conduct of limited Departmental Competitive Examination of Group A & B posts.
  5. Placement of Lecturers into Senior Scale/Selection Grade/Reader.

Recruitment Branch

Function and Duties:-

  1. Deals with Direct Recruitment by selection to all Group A & B (Gazetted) posts of the state.
    The Recruitment by selection is made by one of the following methods:-
    1. By Interview only.
    2. By written Examination followed by Viva-Voce.
  2. Deals with Court Cases relating to Recruitment matters.
  3. Deals with all Confidential matters mainly relating to recruitment examinations like arranging question papers, evaluation of answer-scripts and preparing of merit lists.

Confidential dealings of the Section cannot be shared with or expose to public for the greater interest of Public Service Commission.

The Powers and duties of APPSC officer and employees

 

The Chairman, in case of Gazetted Officers and the Secretary in case of Non-Gazetted Staff including Group 'D' employees are the authority who may impose any of the penalties prescribed in the CCS(CCA) Rules, 1965 as adapted by the Govt. of Arunachal Pradesh. He is assisted by Deputy Secretary-cum-Controller of Examination, under Secretaries and Section Officers in discharging his duties. The employees perform their normal official duties or any other duties as entrusted by the Secretary.

The Procedures followed in the decision making process, including channels of supervision and accountability:

 

  1. Dealing Assistant - Opening of a new file on receipt of a proposal or processing the receipt in the exiting file.
  2. Section Officer - Will scrutinize the proposal with all relevant facts and marks the file to Under Secretary with course of action to be adopted.
  3. Under Secretary - Will further suggest and comment on the suitability or otherwise of the course of action suggested and define the same in the light of the existing provisions Rules or take appropriate decision under the delegated powers.
  4. Deputy Secretary - Will review the case either on an overall view and submits the file to the Secretary for approval of the ultimate course to be adopted on the proposal that is under consideration, or take appropriate decision under the delegated powers.
  5. Joint Secretary - Will review the case either on an overall view and submits the file to the Secretary for approval of the ultimate course to be adopted on the proposal that is under consideration, or take appropriate decision under the delegated powers.
  6. Secretary - Will decide on the course of action to be taken on a proposal under the delegated powers.

The norms set by APPSC for the discharge of its functions:

 

As per Arunachal Pradesh Public Commission (Limitation of functions) Regulations, 1988 as laid down under Article 320 of the Commission.

The rules and regulations, instructions, manuals and records, held by APPSC or under its control or used by its employees in discharging its functions:

  3. Since the State of Arunachal Pradesh is a purely tribal state, 80 % of jobs are reserved for APST candidates only.

Govt. orders, notifications, standing orders, Recruitment Rules Notification, Recruitment Rules Amendments, Service Rules Notification order and copies of promotion order after conducting DPC by the department themselves.

Confidential documents pertaining to Recruitment Branch are not accessible by the public.

The Particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of APPSC policy or implementation thereof :

 

At present, there is no arrangement for consultation with, or presentation by the members of the public in relation to the formulation of its policy or administration. However, members of the public can submit any representation regarding its policy or administration if they so desire.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as APPSC part or for the purpose of its advice and as to whether meeting of those boards, councils, Committees and other bodies are open to the public, or the minutes of such meeting are accessible for public :

 

The Commission, comprising of the Chairman and members constitute the selection committee in regards to recruitment, promotions etc. Meeting of the Commission is not open to the public as the meeting is confidential in nature. Besides, the minutes of such meeting is not accessible by the public. However, a copy of the minutes of meeting is forwarded to the Govt. for their reference.

A sum of Rs. 50,00000/- (Rupees fifty lakhs) only has been granted to Commission for renovation and repairing of its office building by the planning Commission during the financial year, 2005-2006 and the works is under progress.

In the matters of recruitment by examination through written and viva-voice test, 80% of the posts are reserved for APST candidates. the upper age limit is relaxable up to a maximum of 5 years for APST candidates and ST/SC candidates of other States. Application fee concession is also given to these categories as per the provision of the Recruitments Rules.

The Commission has a Reception Counter for public use. Usually, on all working days public can obtain information from the Reception Counter during 9.00 AM to 5.00 PM.

The complaints/objections and petitions are received by Public Information Officer, APPSC and redressel of grievances is carried out expeditiously.
